Ha, when the proposal first broke and all the B_ & Moan crowd here was whining about how expansionistic it was and how the world was ending, I speculated that Bush might be actually making a brilliant move to stealthily institute some civil service reforms.

Just like with Social Security reform, given time Bush is revealed to have a pragmatic strategy to ACTUALLY get some conservative reforms through a hostile political Senate and achieve what was thought to be politically impossible. Some conservatives know how to realistically assess their political constraints and find a way to get results, and some just carp at how utopia was not instilled yesterday.

When the final count is tallied in 2009, Bush will be remembered as a groundbreaking advancer of conservatism.
