Well not necessarily. While it's true that the vast majority of BCP perscriptions are given to simply halt pregnancy there are a number of... issues... down there that the enforced regularity of ovulation and cleaning that BCPs create helps. So they can help things that aren't working (note, the vast majority of women with these issues aren't fertile anyway).

That being said I don't see why BCP should be different than any other drug, the insurance companies pick and chose what they'll allow, largely based on their own math, every day. Why should BCP be any different.
