I'm not sure. But there's this option: Cut a chunk out of Alaska and stick them there. Alaska is big and almost empty.

What? And invite them here to do the same to us? I don't think so. We don't need more steenking terrorists.
Plus I have family in Alaska. It's beautiful up there. Why pollute it? :)

Can't -- caribou.

Alaska is big and almost empty. No. Bouvet Island. It is small, 98% ice and the rest rock, inaccessible and the island farthest away from any land mass. Presently occupied by penguins and seals.
Oh, and the weather is terrible.

My 2 cents. Jordan is already scared of their Pal population. They won't let them in the army etc. The only way they will take them is if they are somehow forced to do so. Any more Pals in Jordan and it will become de facto Palestine.

Perhaps we could offer them an area the size of the claimed Palestinian territory. The landscape isn't much different, albeit slightly colder. Their new neighbors will love them too. The Alaskan brown bears and polar bears are excellent prospects as neighbors.
