I'm with the Rats on folding the domestic intelligence and counterterrorism functions now performed by the FBI and CIA into the homeland security department. It makes no sense to place all the other security functions performed by the federal government under one roof and leave the most critical responsibilities involved still outside the department. After we've seen how the FBI and CIA didn't see 911 coming, centralized direction and investigation of threats against the homeland is more critical than ever. Al Qaeda is far from finished and we may well face threats we can't even visualize yet in the future whose horrors may dwarf the 911 atrocities in size and scale. Its time to finish getting the department set up so this country can better protect its citizens and its borders from terrorism and other dangers.
