From what I've been reading the John Doe #2 description was changed to being a white guy despite eyewitnesses saying otherwise. Once Reno got enough white guys in custody, then it was said JD2 never existed at all, and right-wingers and talk radio were the new enemy.

I live outside San Antonio at the time and originally John Doe #2 was a Middle Eastern. And upon moving to the OKC area, everyone I have talked to said John Doe #2 was NEVER a white guy until the clinton administration got their hands on it.
