ALLARD IGNORED $100 MILLION IN FRAUD, WASTE, AND ABUSE WITHIN MISSILE DEFENSE PROGRAM

Senator Wayne ‘Benedict’ Allard has proved once again, that he is neither competent, honest nor honorable, by failing to act in the best interest of his constituents.  As reported in the cover story of today’s Colorado Springs Independent*, $100 million dollars of fraudulent contracts, waste and abuse has been uncovered within the Ground-based Missile Defense program or ‘GMD’ (formerly known as the National Missile Defense Project).  Senator Allard has been aware of this information for the last 87 days, and has not only ignored the irrefutable facts in this case, but has lied about his actions regarding them.

In November of 2001, Retired Lieutenant Colonel Biff L. Baker was hired as a member of the Independent Assessment Team (IAT) assigned to provide additional oversight to the GMD program.  The team’s objective was to figure out ways to save taxpayer dollars by improving quality, cost, and efficiency within the program.

Biff was an exceptional candidate for the position due to his 27 years in missile defense, and his outstanding reputation for honesty and integrity during his 22 years in the military, some of which was spent at NORAD.  Baker's assignment was to investigate discrepancies within the program, and to report his findings to Brigadier General John Holly, who oversees the GMD’s $3.2 billion a year budget.

A few months into this assignment, Baker became aware of irregularities in a particular contract between the DOD and SY Technology, Inc. What Biff eventually found were three different instances of fraudulent defense contracts totaling an estimated $100 million of taxpayer dollars, all involving SY Technology, Inc. of Huntsville, Alabama. Baker also discovered that the owner of that company was Retired Army General Jay Garner.

Baker reported his findings to General Holly. To his surprise, Baker was immediately slandered, his security clearances were pulled, and he was fired from his $80,000 a year job with the IAT. He was subsequently blacklisted within the aerospace engineering community. Baker was not about to let these obstacles stop him from exposing this theft of taxpayer dollars.

On March 17, 2002, Baker contacted various high ranking officials within the United States Government, including Colorado Senator Wayne Allard, a member of the Senate Armed Services Committee. Since that time Allard has refused to return Baker's numerous phone calls, letters and emails. On one occasion Allard even had Baker thrown out of his office by staff members.

Allard's staff members also lied to Baker, stating they had forwarded the information he had given Allard to the Government Accounting Office (GAO).  The lawyers within the GAO attest that they have not heard a word, and have never received anything from Allard or his staff about this case.  The GAO is currently conducting an investigation into this matter, based not on any information from Allard's office, but on the documents they received from Baker himself.

When reached for comment on Allard's actions, Libertarian candidate for U.S. Senate Rick Stanley said, "Benedict Allard has once again turned his back on America and the taxpayers who count on him as their representative.  He has willfully ignored blatant and gross corruption, which only serves to undermine the United States military's overall effectiveness, and to cheat the taxpayers out of yet more of their hard-earned dollars."

"It is clear that Wayne Allard has no morals, no honor, nor a sense of duty to the people of America," Stanley continued, "Otherwise, he would have done the right thing and publicly demanded an investigation of this case. Allard claims to be a friend of our military and is proud of his position on the Armed Services Committee.  He is always asking for more funding for the GMD, and complaining when the budgets get cut**. Yet Allard will do nothing to stop waste, fraud, and abuse totaling $100 million within that program.  Something smells fishy here."

When asked what should be done with Allard in light of these new revelations, Stanley said, "Wayne Allard is nothing more than a liar, a coward, and a traitor.  He does not deserve the support, the respect or the votes of anyone who is truly interested in constitutional government. What Allard does deserve is to be indicted, tried, and hung when found guilty."

Mr. Baker, who is running as a Libertarian against Congressman Joel Hefley for Colorado’s 5th District, has received several death threats since coming forward with his story.  However, Baker is determined to stay the course, and not give up on his quest to rid the government of the corrupt officials who perpetrate these crimes against the American people.

Biff Baker is unmoved by the threats against him. "I am an Army Airborne Ranger. Death before dishonor."

Thanks for the ping! Once the public discovers what a liar Allard is, it will boost his chances of getting elected. Just like with Clinton, the voters love to be lied to. They just can't get enough of those scummy, corrupt politicians.

From someone who has also worked in this business I can tell you that even the
"legitimate work" is very wasteful.
All def. contractors have to hire so many ex-officers and civil servants, for funding purposes, that their technical ranks end up being shallow.
Things will never improve till all ex-officers are barred from taking leadership positions with contractors.
Sadly, due to secrecy, most taxpayers don't know how wasteful this industry is.
