Dear Friends of Freedom,
Allard and his staffers have lied about their involvement and actions in this case. Please see the news release I will post below.
Also, Biff Baker is in the top 1% of the nation in qualifications within this industry. Biff is currently teaching ethics as an Associate Professor of Management at Colorado Technical University, and is an Examiner for the Malcolm Baldrige National Quality Award which is awarded through the .
According to Baker, when he confronted Allard about this situation, and why they had not responded to his letters and calls, Allard's staffers lied and told him they had sent the evidence to the GAO. When Baker contacted lawyers within the GAO, they denied hearing from Allard's office at all. NO CALLS. NO EVIDENCE SENT.
GAO is currently investigating this, but not with documents, and not at the request of Sen. Allard. The GAO began their investigation based on evidence that Baker supplied to the office himself.
Conway, and Allard can lie all they want in the media, but they cannot escape the truth. Allard had this information since March 17, 2002. He did not do the right thing then, and he is not telling the truth about it to the American people now.
End the corruption. Vote Libertarian -- FOR OUR SAFETY!

ALLARD IGNORED $100 MILLION IN FRAUD, WASTE, AND ABUSE WITHIN MISSILE DEFENSE PROGRAM
Senator Wayne Benedict Allard has proved once again, that he is neither competent, honest nor honorable, by failing to act in the best interest of his constituents. As reported in the cover story of todays Colorado Springs Independent*, $100 million dollars of fraudulent contracts, waste and abuse has been uncovered within the Ground-based Missile Defense program or GMD (formerly known as the National Missile Defense Project). Senator Allard has been aware of this information for the last 87 days, and has not only ignored the irrefutable facts in this case, but has lied about his actions regarding them.
In November of 2001, Retired Lieutenant Colonel Biff L. Baker was hired as a member of the Independent Assessment Team (IAT) assigned to provide additional oversight to the GMD program. The teams objective was to figure out ways to save taxpayer dollars by improving quality, cost, and efficiency within the program.
Biff was an exceptional candidate for the position due to his 27 years in missile defense, and his outstanding reputation for honesty and integrity during his 22 years in the military, some of which was spent at NORAD. Baker's assignment was to investigate discrepancies within the program, and to report his findings to Brigadier General John Holly, who oversees the GMDs $3.2 billion a year budget.
A few months into this assignment, Baker became aware of irregularities in a particular contract between the DOD and SY Technology, Inc. What Biff eventually found were three different instances of fraudulent defense contracts totaling an estimated $100 million of taxpayer dollars, all involving SY Technology, Inc. of Huntsville, Alabama. Baker also discovered that the owner of that company was Retired Army General Jay Garner.
Baker reported his findings to General Holly. To his surprise, Baker was immediately slandered, his security clearances were pulled, and he was fired from his $80,000 a year job with the IAT. He was subsequently blacklisted within the aerospace engineering community. Baker was not about to let these obstacles stop him from exposing this theft of taxpayer dollars.
On March 17, 2002, Baker contacted various high ranking officials within the United States Government, including Colorado Senator Wayne Allard, a member of the Senate Armed Services Committee. Since that time Allard has refused to return Baker's numerous phone calls, letters and emails. On one occasion Allard even had Baker thrown out of his office by staff members.
Allard's staff members also lied to Baker, stating they had forwarded the information he had given Allard to the Government Accounting Office (GAO). The lawyers within the GAO attest that they have not heard a word, and have never received anything from Allard or his staff about this case. The GAO is currently conducting an investigation into this matter, based not on any information from Allard's office, but on the documents they received from Baker himself.
When reached for comment on Allard's actions, Libertarian candidate for U.S. Senate Rick Stanley said, "Benedict Allard has once again turned his back on America and the taxpayers who count on him as their representative. He has willfully ignored blatant and gross corruption, which only serves to undermine the United States military's overall effectiveness, and to cheat the taxpayers out of yet more of their hard-earned dollars."
"It is clear that Wayne Allard has no morals, no honor, nor a sense of duty to the people of America," Stanley continued, "Otherwise, he would have done the right thing and publicly demanded an investigation of this case. Allard claims to be a friend of our military and is proud of his position on the Armed Services Committee. He is always asking for more funding for the GMD, and complaining when the budgets get cut**. Yet Allard will do nothing to stop waste, fraud, and abuse totaling $100 million within that program. Something smells fishy here."
When asked what should be done with Allard in light of these new revelations, Stanley said, "Wayne Allard is nothing more than a liar, a coward, and a traitor. He does not deserve the support, the respect or the votes of anyone who is truly interested in constitutional government. What Allard does deserve is to be indicted, tried, and hung when found guilty."
Mr. Baker, who is running as a Libertarian against Congressman Joel Hefley for Colorados 5th District, has received several death threats since coming forward with his story. However, Baker is determined to stay the course, and not give up on his quest to rid the government of the corrupt officials who perpetrate these crimes against the American people.
Biff Baker is unmoved by the threats against him.
"I am an Army Airborne Ranger. Death before dishonor."

We can always depend on the government - to depend on us!
They stick with us until debt do us part.
But when all is said and done, in times of trouble they're right there to catch us - bent over at the right angle.

Please forward this information to everyone you know. Allard is lying about his actions, and the more people who are educated to the real facts in this case, the harder it will be for them to cover their butts with lies.

"I was shocked that I wasn't getting a response," Baker said. "Just totally shocked." Yeah, right. Maybe the movie will be a cult classic.

At least no one can call them cheap politicians. Look how much they're costing the taxpayers.

Best part of the program is no one has to prove it will be satisfactory, or work at all. The big profits are in the development.

At the very least, Baker maintains, the Department of Defense violated federal whistleblower laws, which prohibit retaliation against government employees who report official wrongdoing. What if the reports of official wrongdoing are false?

Stop wasting your time trashing Senator Allard. No one believes this crap your throwing around about him. Allard is a solid conservative and has done a fine job for Colorado. He will continue doing his duties after he wins re-election.
Rick Stanley is a libertarian and a boob. He's got no hope of beating Allard. I think you Colorado libertarians are trying to steal some votes away from Allard, in the hopes of getting your kissing cousin, the liberal Democrat, Tom Strickland elected to the Senate.
To: Reagan Man
Stanley serves a dual purpose: get a liberal democrat elected, and get "conservatives" and "right-wingers" described as fruitcakes.

I suggest you go to Biff Baker's web site, read his qualifications, and achievements within the military, and then come back and ask me again. I will ask you this one question:who would you trust? Allard, or Baker?

The employees told him both companies were being paid for the same work, consisting of training soldiers on how to use the computers and software that will eventually be the "brains" of the missile-defense system -- which, if it is ever deployed, will track and attempt to shoot down enemy ballistic missiles. Can someone tell me why we are "training soldiers on how to use the computers and software that will eventually be the "brains" of the missile-defense system" when most, if not all of them will either resign or retire before the system is deployed - and the software and computer systems will go through at least six generations of updating before then? Anyone?

Rick Stanley is a libertarian and a boob. He's got no hope of beating Allard. He's like the earth - flattened at the polls?
When he asks you to vote for him and good government, he's asking you to vote twice?

Nothing to say to me?
I've lived in Colorado Springs for over a quarter century and remember going door to door for Reagan in 1976, 1980 and 1984! While Colorado Springs isn't quite as conservative a town as it was back in the 70`s and 80`s, it's still very conservative. El Paso County Colorado, is also very conservative.
The Colorado Springs Independent, is a liberal newspaper, that is handed out free. They could never make it sell, hence the no charge. There is absolutely nothing conservative about the Independent.
And finally, my Representative, conservative Republican Joel Hefley, will beat the pants off this libertarian Biff Baker.

I suggest you go to Biff Baker's web site, read his qualifications, and achievements within the military, and then come back and ask me again. I will ask you this one question:who would you trust? Allard, or Baker?Allard, from what my sources inside the MDA tell me about the incessant (and incessantly false) claims of fraud, waste, and abuse by those who came out on the losing end of various prime/sub relationships, and my own experience with same. It's gotten to the point where any government acquisition program includes on their schedule enough time to allow the losing bidders (or, in many cases, NON-bidders) to protest the contract award decision before starting work on the task.
Please note that he's claiming that as a SUB-contractor, he was responsible for verifying that other contractors were doing their jobs. The government doesn't hand that tasking out to anyone.

Diversity is my middle name! I was a White-kid raised in a predominantly poor, Black neighborhood. I have close friends and relatives of every race, creed, religion, age, and culture. My home looks like a gathering of the United Nations at our Thanksgiving celebration! This is a reason to vote for the guy?
And, of course, this hit piece failed to mention that Biff's running for office...

Please excuse this short interruption. As you know, the fundraiser is in full swing. We need your help.
Please stop by the fundraising thread and give it a bump. And if you have a few bucks, we'd really appreciate a contribution to keep this site running. IMO, it's the best site on the internet for news and analysis.

tell me why we are "training soldiers on how to use the computers and software that will eventually be the "brains" of the missile-defense system" Military training must be developed along with the systems so that the system can be used by suitable enlistees with the aptitude for operating the system. It won't be the same soldiers in 10 or 20 years, it never is. The training itself is part of the system.
