Went back and re-read his arrest history, etc. It appears he could have been out of prison in 1995. The eyebrows are uncanny in resemblance--it's the chin that's not the same. Here's the 1991 arrest photo added to the composite.
The nose shape, the form of the upper/lower lips, as well as the overall bone structure: All nearly identical. I believe this is the same man.
I see what you mean about the chin. Think on this, whoever gave this info to the artist, could be excited or just not clear, then the artist just drew as close to what was told him to perhaps cover a lot of people. If you take Padillo's cheek and draw down on both sides the across, one could warp into this composit drawing of John Doe.
Then that name Padillo, someone on this or another thread stated that Terry Nichols ex wife's name was Padilla. HMMMMMM. strange indeed, as is a lot of the OKC bombing that was covered up.
