Actually, except for 9/11 and resultant events, Bush has been a rather mediocre President so far, IMHO. I suspect had there been no 9/11, his approval 'numbers' would be mediocre as well.

They would definately be mediocre. During wartime most presidents have high approval ratings. Bush, Sr. had a 80 to 90% approval rating at the end of the Gulf War, and then lost to Bubba less than two years later.

I disagree. President Bush's pre-9/11 approval (mid-50's) was, historically, very good. Clinton's was in the mid-40's at the same point in his presidency.
