Good summary of the art of war. Note points 19, 20, and 22. We fret and stew about how unprepared our intelligence people are, we release warnings almost daily for terorist acts that never materialize and are potentially not planned. All this gives the appearance of desperation and disorganization, even incompetence in the part of the intelligence community, and so it is labelled in our own press. But I wonder if it is true incompetence or merely the cultivated appearance of it for the purposes of creating overconfidence in the enemy camp to draw them out and make them careless? I hope it is the latter.
