You don't need Saturn Vs to get to Mars. Small space transports, operating often (for e.g., tourism) can deliver everything that a Mars mission needs, and at affordable costs.

Leveraging off of a space tourism transport infrastructure would be a great way to do it, but I suspect NASA has no such plans. If the president were to announce a goal of reaching Mars within a decade, I think NASA would do the old Apollo routine. If they were really innovative, they would build reusable VASIMR rockets for routine,fast transport to Mars. I don't think I'm ready to credit NASA for innovative thinking like that though. They'll choose whatever method congress or the president tells them and it will be a fiscal disaster.
