Once again, you're shifting blame. This is now in Bush's lap--that's why we change presidents every four to eight years. And it's been eight and a half months since 9/11 and some of us--at least I am--are getting damn impatient.
The last straw for me was when Mohammed Atta and his pal got their student visas six months after 9/11 the BS excuse that I heard coming from that department was that 1) the workers for the subcontractors were either illiterate or couldn't speak English and just rubber-stamped the visas or 2) the subcontractors didn't recognize their names & it was an honest mistake. It was just crap, just plain old crap and spin. Just for once, I'd like to hear from the INS, "We screwed up." But the same Reno/Meissner mentality still infects that department and Ziglar is waaay out of his league. What were his qualifications anyway? As far as I know, he didn't have any. And his plans for cleaning up the department? None.
Things changed radically on 9/11--at least everywhere but the INS. And changes in that department are long overdue. If it means Ziglar has to go and be replaced with someone with an idea for reform, renovation and innovation in his head, so be it. But just DO SOMETHING. And do it NOW.

There are many reasons why the INS is so screwed up but I won't bore you with the facts because you don't care
