No confusion here. He still WON the popular vote. He got the most votes. That is winning the popular vote.

You are correct. He won the popular vote.

However, he did not have a MAJORITY of the popular vote, because if you add Perot's numbers and Bush 41's numbers, more people voted AGAINST Clinton than for him.

The confusion comes in terminolgy. I was trying to explain it so everyoen could see where the misconception came from.

Winning the popular vote is not what elects a President as Gore found out recently! :) The popular vote is just something thrown in later for us to make us feel better, but it is not the constitutional way to become President!
