Cato is a public policy think tank who's object is to promote civil society. They are proposing real life solutions to societal problems. (mostly caused by flawed government policy) One example is that although you can be sure that they think the best possible solution to the mess of "social security" would be no system at all, they propose a privatized system with some government involvement.
They aren't an ideological organisation per se.
The best organisation I have ever belonged to is the Cato Institute.
