The FAA has a backlog of revocations... they are doing them as emergencies (to cut down on appeals/delays). Guys that would have gotten a reprimand or remedial training before 9/11 are finding out they are ex-pilots. This is not a good time to wander into a TFR or a Class B (which I once did in a T210N after forgetting to set my DG -- was let off with a "don't do that again")
I'm sure you know, lots of accidents due to buzzing. NTSB calls it something like "conspicuous display" and people from F-15 and F-16 jocks to an Air France Airbus driver to lots and lots of gormless students have done it. Come to think of it, acro ace Bob Herendeen burned in trying to photograph his house.
Now, for the original poster: Low flying planes this time of year could be mosquito sprayers, or just some jerk looking to win the world's low-flying record (I got news for him: the best he can hope for is a tie). Mosquito sprayers would be flying over homes and neighbourhoods at low level (not at 20 feet, but altitudes are deceptive from the ground).
Terrorists really couldn't get much use out of small planes. They are too light -- they bounce off structures, as that idjit that tried to kamikaze Clinton in a 1650 lb. Cessna 150 found out. They couldn't even carry enough fuel or explosives to really damage anything important like a bridge or a skyscraper -- even C210Ns plane weighs less than a sports car, and most twin engine planes weigh less than an SUV. If you've ever seen a house that got hit by a car, you've seen a house worse than if a plane hit it (unless a fire gets out of control).
Anyway, FAA will not tune this guy up without the number. Suggestion -- if he has small N numbers (3") he might well be an experimental. Call up the local EAA chapter (you can find it at eaa.org). Tell them your concerns. They may know who this chump is. While the FAA can stop him from flying permanently, in my experience a good talking to from respected local pilots can help kids of all ages grow up. After all, what is it you want?
There may be some innocent explanation (in which case you are entitled to have it). If not, I think the most effective thing would be for the pilot community to counsel this Waldo Pepper wannabee.
