So lobbing missles around should not be viewed as a provocation? Like playing Golf? Am I missing something?

Perhaps you are. There were several posts herein during the last week re India's intent to commence war with Pakistan. Then, India decided not to do so. Perhaps Pakistan's demonstration of its missile technology sent the Indians a proper message: the Paks have the ability to fight back.
