It is learnt that this is the first time ever that the State Department had issued such a message because in the earlier India-Pakistan conflicts, including the latest one during the Kargil episode, no such message went out to the Americans.

Perhaps you are. There were several posts herein during the last week re India's intent to commence war with Pakistan. Then, India decided not to do so. Perhaps Pakistan's demonstration of its missile technology sent the Indians a proper message: the Paks have the ability to fight back.
