Person has been dead for over a year. Probably buried last year and erosion has uncovered it. We've been having a lot of rain lately.

When I say we've I mean the northeast. I know we've had a ton of rain in MA as of late and I guess that DC has had as much.

Actually, I don't think we can be sure of any of that yet, whether she was killed there, dumped there, when...It's going to take some good investigative and lab work. Here's hoping that the DCPD doesn't mess it up on purpose.
