It's a big park, and from what I hear it's actually very easy to miss a body, especially if it's in a reasonably well-hidden shallow grave.

Now if it is Chandra Levy's body, all of that stuff about "not a criminal investigation, just a missing person case" goes away. Gary Condit's life probably becomes very interesting at that point.
