'Quiet enjoyment' is a legal term with certain meanings. In New York State, it means you may use the property, unmolested and without direct interference in YOUR PROPERTY, provided you comply with zoning.

The homeowners are permitted 'quiet enjoyment' of their land and only their land. They may have owned the lake once; they no longer do.
