No, Duluth isn't in her district (neither am I), but that doesn't matter. If your sister is so inclined, she could join us as we FReep this Anti-American. We'd love to have her assistance.

My sister lives in Duluth, GA. Is she in her district? No. The District is all of DeKalb, and a smallish sliver of NW Gwinnett County / Norcross / Peachtree Corners, the part that adjoins DeKalb.
