I saw a "special" on a Camel pack for $3.65. How can poor people even afford to smoke? Or perhaps that's why they're poor?I'd like to know how the black market in cigs is developing.

Florida, with no income tax, is getting a flood of very wealthy people from other states. I believe most pro-atheletes now "live" in Orlando. While probably not the biggest in absolute numbers, Nevada has had the fastest growing state population percentage-wise for a couple decades now, comprised largely of wealthy individuals. Boat loads of Silicon Valley types take off for the Lake Tahoe/Reno area when they've made their small fortunes. It is also about the nicest tax jurisdiction in the country. It only has a modest sales tax (6.5-7.25%), no income tax at all (per the State Constitution), the county effective property taxes range from very low to average, and the miscellaneous excise taxes (gas, tobacco, etc) are a good bit lower than average compared to other states.
Of course, across the border is California with a sales tax of around 8%, income tax of almost 10%, and lethal tax laws, so it is no wonder that people from Silicon Valley make the 3-4 hour move to Nevada.

But Democrats said it was only fair to target the wealthy, since the state had already raised taxes on poor people by increasing the cigarette tax by 61 cents per pack.This statement suggests that the "wealthy" are somehow responsible for supporting the poor's smoking habits which are so expensive because of the taxes imposed on cigarettes by the very political party which claimed the right to impose heavier taxes on cigarettes because they claimed that the heavy tax would dissuade those who could not afford to smoke from such a bad habit, and that the extra taxes were needed to pay for the excessive medical cost rung up by smokers on the government tab. Now they want the wealthy to help pay for the 'poor's' unaffordable addiction so that the state can keep taxing it?
Are they poor because they smoke, or do they smoke because they are poor?
