This will be shown to be a terrorist attack. Count on it. I have little doubt it was a terrorist attack. However, there will be powerful forces (read EU terrorist sympathizers) who will work like Hell to cover up the truth and "prove" this to be an accident.

If you see a shot of the building from the side, there is massive damage on both sides of the building. Awful lot of damage from a small plane. Why couldn't the pilot avoid a huge skyscraper in clear weather?
