That could have been Secretary of State Colin Powell speaking just yesterday to Yasser Arafat.

Absolutely true! Arafat knows only how to destroy; he could never run a functional Palestinian state with his gangs of thugs and he knows that quite well. Considering he has a degree in civil engineering (like UBL, interestingly enough), I find that supremely ironic.
However, Israel is being forced to "deal" with him, which is like forcing the U.S. to "negotiate" with UBL and just as fruitful. Until Arafat dies -- and God forbid Israel be responsible -- this won't be resolved. Sort of like Castro with bomb donkeys.
In the meantime, Israel is gritting its teeth and doing what Arafat would never do: clean up the terrorist warrens Arafat was instrumental in creating and arrest terrorists for real trials versus weekend "detentions".
The Arabs will continue to send bomb donkeys into Israel to do their gruesome deeds, but that wouldn't have abated anyway. It's way too profitable both financially and politically for the Arabs, who have discovered that nothig wins the hearts and minds of the UN and EU like committing shocking atrocities (an option the Jews cannot and will not choose). At least by launching preemptive raids, the Israelis may be able to reduce the rate of the bombings.
After that, it's basically a waiting game until Arafat croaks, with people dying every day he remains alive.
