of the topics FIRST, and then go back in and select them in the order I want.

Yes you are reading me right. It is a real pain in the rear end. When I first tried to set it up I didn't think about the order they would be in so I just started at the top and clicked away. Those first five will always be there then whichever one you set next will come up looking like this.
New/Activism
Breaking News
then it shows the latest threads in Breaking News. See posting #11 again. That is what it will look like.
