Your's is a typically French response, but I know what you mean. Colin Powell selected, funded, and trained the bomber himself; got the explosives from the US military, and personally assembled, then delivered the bomb to the Palestinians.

I gotta' agree with him, though - Powelless knows the score, he understands the mind-set of Arafat and his minions.
It's not rational to expect the Arabs to understand anything less than overwhelming force.

This generation of palestinians is a lost cause. Period. The only hope for an extended period characterized by a lack of deliberate attacks on civilians (notice I didn't call it "peace") is the total destruction of the PLA and the quarantine of the palestinian general population in their enclaves. Only after this generation of vipers has died off, and an extended period of time during which terrorism receives it's just reward, will a responsible leadership arise in the territories.
All the rest of this is just putting a lid on a boiling pot and hoping, against the overwhelming evidence of bitter experience, that the temperature will go down on it's own. Ain't gonna happen.
Have the French been supportive, or oppositional, to our fights against terrorists over the decades? We wanted to put Khadaffi in his place -- were we not denied flyover rights by the French? Are we not consistently voted against by the French in the UN? Have they not spoken against our Afghanistan actions?

Actually, I can concede that weakness is a precursor to more terrorism in each and every case. Unfortunately, as the Israelis have seen, so is strength.
EVERYthing is a precursor to more terrorism for the Palestinians. If you don't give them a state, they blow up 12 year old girls. If you offer them a state, they blow up 12 year old girls. If you show them weakness, they blow up 12 year old girls. If you show them strength, they blow up 12 year old girls. If you negotiate in good faith with them, they blow up 12 year old girls. If you stop negotiating with them, they blow up 12 year old girls.
