More than 2,000 people voted illegally in the local November elections and the Houston mayoral runoff in December, including 712 people who cast ballots in city races and don't live in the city.
That's according to an audit of poll records released Thursday by Harris County Tax-Assessor Collector Paul Bettencourt, who is also the county's voter registrar.
The audit, which has been given to District Attorney Chuck Rosenthal for investigation, also showed that 1,540 people who weren't eligible to vote were allowed to do so without filling out an affidavit challenging their status as registered voters.
Voters whose names do not appear on the list of registered voters at a polling place or one kept by the voter registrar must be offered a "challenge affidavit." The form allows election judges to declare why they believe a person is ineligible to vote and allows the voter to respond by reporting how and where they registered to vote.
The election judge then decides whether to allow the person to vote.
The audit shows there's an even greater need to impress election judges with the need to use challenge affidavits and not just let people vote without questioning their credentials, said Bettencourt, whose office plays a role in training poll workers.
"The fact we had more than 1,500-plus voters going around the system means there could be a major impact in close elections, and the fact that we had 700 people that we know of who voted in the city elections -- when we know they were registered outside the city -- could also have had a huge impact in a close election," said Bettencourt, who is required by law to audit the poll books.
Bettencourt did add, however, that the numbers show election judges are doing a better job.
For example, only 6 percent of those who voted in the general election in 2000 and couldn't prove they were registered filled out challenge affidavits. That increased to 26 percent for the elections in November and December.
Overall, the audit showed that 2,098 people voted illegally in those elections. Most were not registered, others voted after being taken off the voter rolls for some reason.
I don't know if they were dead, but I'll bet dollars to donuts they were demoncrats.

A little item in our local paper on the absentee ballots returned for the primary elections listed, IICR, 43 for the Republicans and over 800 for the Democrats.
The 1998 elections and the 2000 General election had many charges of voter fraud, mostly for local seats, but nothing seems to be done about investigating the charges after the elections are over. I would like to see indictments and prosecutions.

This is not correct. Houston is RAT, Harris County outside Houston is Republican which is why we (Republicans) are in a position to catch this.
So would I, but don't bet on it. I asked the Ft Bend DA on election day if he had EVER prosecuted one of these cases and he had not done so in his ten years in office.
Then why don't we find a way to break it? Post a reliable witness outside the polling sites, and just do a physical count of the warm bodies going in. When the numbers of votes at the precinct exceeds that count by more than the absentee count, you've just found several of the many Democrat vote-fraud techniques: multiple votes, voting for others, dead-man-voting syndrome, 100+% voting rate, and pre-purchased votes. If recording the fraud isn't enough to make it news, bring one rotten egg or one dead flower for every fraudulent vote that is found to the county seat or state house. That's a visual that the newsies would love, especially after Florida 2000. The next major election will be turned into a circus, and I doubt they could resist a public display like that.
Then they might move on to the mass busing, the votes-for-cigarettes, the felon-votes, the non-citizen votes, the open-past-hours polling sites, etc., etc... but I won't hold my breath. They certainly won't expose their accomplices unless it is irresistible. It's up to us to make it so.
And where is the Bush Justice Department in all of this? Sleeping at the helm. If there is massive voter fraud in the next election than it is because Bush let it happen.
It is too late to investigate voter fraud AFTER THE ELECTIONS. Such investigations NEVER get anywyere.
