The Model Act:

§ Grants specific authority to the governor and public health department to empower states to protect the health and safety of its population;
§ Addresses the public health powers needed by authorities to respond effectively to the risk of mass civilian casualties;
§ Authorizes the official collection of data and records, control of property, regulation of individuals and business, and access to communication;
§ Facilitates early detection of a health emergency and allows for immediate investigation of the emergency by granting access to individuals' health information under specific circumstances;
§ Gives state officials the authority to appropriate and use property (including health care facilities) as necessary for the care, treatment, and housing of patients and for the destruction of contaminated materials;
§ Gives state officials the authority to appropriate necessary vaccines and medications to treat infected or exposed persons;
§ Protects the civil rights, liberties, and needs of infected or exposed people when states must use compulsory powers to isolate or quarantine them; and
§ Protects citizens' and state officials' access to reliable information regarding a health emergency.

the proposal, as originally written, would have allowed them to ...and ration food and guns.

Ration Guns? Ha! That's a laugh. Confiscate is what they would do. How do you ration a gun? Isn't "rationing" something done with parishable goods, like food, gas, or medicine?

This is almost a joke. What jails? The hoosegows are full now. And arrested by who? Police officers who are trying their best to avoid exposure to people with communicable diseases? Big Governor will need 2 million cops to arrest 1 million 'uncooperative' sheeple.

But, it all looks bureaucratically good on paper and the people will be safe. Of course. 'Go along' with the program. Of course. Like they say in Brooklyn: "Ration This!"

Maybe by rationing guns they mean they will take some guns from those of us who have dozens and spread them around amongst the firearms challenged citizens in order to allow them to protect themselves too hehe.

You can "ration" my guns, if you start by rationing my ammunition. You can have that one bullet at a time, pointy end first.

If they want to go into Walmart and ration their guns by distributing them to my unarmed neighbors, I don't care.
