You mean he could not take God out of the equation of governance? What exactly do you mean by "the human condition" that makes it impossible to take God out of it?

I mean that a political science that excludes the God question from the table is false to its constituencies. Cicero is a good example of a skeptic who recognized this. Since all mankind desires to be ethical by nature, it is our human condition to be religious.
