I chose all couples pictures of George and Laura, because this is a rough time for him. This is the first time his judgment is telling him to do something that his base does not agree with. I like JohnHuang2's belief that it is a tactic meant to finally drive a stake through the heart of the CFR bugaboo. It works and you're cured, or the Supremes don't stand up and say it's unconstitutional, and you're dead.

It's not that the dialogue on the issue is risky. What's risky is having this legislation signed in a Gore Administration if that happens. At least Bush said he has questions about its constitutionality-- would Gore? Bush has a chance to give credibility to the unconstitutionality of this bill. You'll have House GOP, Senate GOP, the WH, and the SCOTUS all coming down on the side that this law needs parts of it removed. The public has to believe with all their heart that the SCOTUS is not playing politics and that they are offering a true ruling. Having the Executive and Legislative branches weigh-in that they have questions helps that cause.
