The INS is so screwed up and lazy they would rather get $1000 out of these scam artists than to deport them. The INS so rarely deports anyone. This is what is really going on.

95% of those deported are those Mexicans and others who are found within 50 miles of our southern border and who agree to voluntarily deported back to Mexico. No muss/ no fuss/ no paperwork.
