I suppose you fell for the way the writer spun it by saying that the bill allows Mexicans already here to apply for a visa. That's an amnesty in itself. The law requires that you apply for a visa before swimming the Rio Grande and infiltrating Texas. It requires that you apply for a visa and get one before you ease out of Texas to Virginia and get a job(using a false SS number) at the Hyatt.

So, Mexicans who have violated the law and are going to be allowed to skate on their violation and just apply for a visa after the fact are not getting amnesty for a violation of a law (also known as committing a crime)?

U.S. Code : Title 8 : Section 1154: Procedure for granting immigrant status

U.S. Code : Title 8 : Section 1325: Improper entry by alien

(a) Improper time or place; avoidance of examination or inspection; misrepresentation and concealment of facts

Any alien who (1) enters or attempts to enter the United States at any time or place other than as designated by immigration officers ... shall, for the first commission of any such offense, be fined under title 18 or imprisoned not more than 6 months, or both, and, for a subsequent commission of any such offense, be fined under title 18, or imprisoned not more than 2 years, or both.

Civil penalties under this subsection are in addition to, and not in lieu of, any criminal or other civil penalties that may be imposed.
