It could be, but I think if that was the case then the body would have been dumped right next to the road. An example I can think of is the Trail Side Strangler. He would dump the bodies right next to the road and pose them. That's another thing that tells me this is a disorganized killer. I haven't heard anything about the body being posed which is common when the perp is organized.
