The first item on the list is Alqaida. Iraq is on the list as a sponsor of TGOGR. Near the top now that Afghanistan is rejoining civilization. Iran is still on the list, but dropping gradually. Eventually Iran will disappear off the bottom of the list. Iraq is not moving lower on the list. Their choice.

The fact that we didn't finish a necessary job in 1991 (thank you, Colin Powell!) does not mean we must never finish it, it only means the cost of doing so has gone up.
It is always easier, in the short run, to avoid confrontations with those you know will require confrontation or destroy you, whether it be in your personal life or in the greater world.
