I wanted to like The Tick as I enjoyed co-creator and former Seinfeld writer Larry Charles' other journey into comics, Dilbert. But it just didn't get the job done, IMHO.
The problem with The Tick is, strangely enough, The Tick! Patrick Warburton can be funny as all get out, as he was in "The Face Painter" epi of Sein that made him a star -- but he's only as funny as a script will let him be. Of all the principal characters in The Tick, The Tick is the least interesting -- he's dense and monosyllabic, and the others are funny dealing just with him. (BTW, Tick's high-tech bobbing and rising antennae just get in the way of punch lines.)
IMHO, the show would have been better with the knock-off characters and a Tick knock-off that could have been shifted to the background.
Poor Liz Vassey, who was on another of my fave shows that no one else liked: Pig Sty, from UPN's first season.
