In fairness to Gephardt, the opposition speaker after the State of the Union has an impossible task. Shorn of the Presidency, locked in a studio, he always looks either defensive or me-too or petty.
It's a no-win situation. I don't know why Republicans did it during Clinton's era or why Democrats do it now.
