Mr = 4.2 is not a "major earthquake." It is not even a "moderate" earthquake. This is a very typical Southern California earthqauke in our seismically active area of the globe. I haven't seen information on the focal mechanism yet, but I am going to wager it was primarilly a reverse slip quake with a small component of lateral slip.

The Richter magnitude (Mr) is a measurement of the energy relased during the quake. Since this scale is logrithmic, the larger the number, the more damaging the quake. There is another scale which measures "intensity." It is called the modified Mercalli scale, and is actually based on damage assessments. The Mercalli scale is usually denoted in Roman numerals, with a XII being worst, and an I being hardly felt. This quake will measure V or VI at best.
