The Navy simply has to follow the Federal Acquisition Regulations that apply to the DoD. For tech services, most (not all) contracts have to be AWARDED to the lowest bidder. The winning contractor in order to fulfill his contract needs to hire employees willing to work for the lowest payrate! QED: illegal immigrants. But, how the heck a bunch of illegals are hired and cleared onto base is beyond me. Someone at Pt Loma security should seriously consider another career field. (Practice with me: "Would you like fries with that, Sir?")

Not so, they have to be awarded to the lowest "responsible" bidder. There should be clauses that require hiring U.S. Citizens because of security access. However, other than a couple of our nucs, there isn't much classified info that can be gained by looking at a submarine hull.
