Bush Signs Largest Family Planning Bill In U.S. History

On Thursday, January 10, 2002, the White House reported President Bush signed the ominous $15.4 billion foreign appropriations bill, H.R. 2506, for fiscal-year 2002. The bill authorizes $446.5 million U.S. tax dollars to be given to other countries for abortion-family planning activities throughout the world. The abortion-family planning funds approved by Bush represents an increase of $21.5 million over last year for international family planning. Also on Thursday, Bush signed the labor, education and health spending bill, and a defense spending bill that was widely reported by The Associated Press (Bush Signs Defense Spending Bill).

Bush has been signing all sorts of bills full of garbage...welfare for non citizen aliens, nationalization of education, airport security screening, adopting the anti-privacy Medical privacy rules of Clinton, Adopting the arsenic standards, MFN for China...it's hard to remember all the sellouts. etc. etc.

A damning laundry list indeed. Compassionate conservatism: weighed on the scales and found wanting.

It ain't gonna happen. America was founded by people who based their lives and this country upon their Christian faith - that's what undergirds the whole shebang. We have thrown that away, and the Lord is letting us go.

It's just that simple, but the big-tenters have an exceedingly difficult time with it.

The apologists have a very difficult balancing act, don't they? If, as they assert, Bush is playing shrewd politics by playing kissy-face with the enemy, then at best they have to conceed that he is disingenuous. I thought we didn't like that in our leaders.

If the current political battleground has been reduced to "sleeping with the enemy" to "get something done", we're in truly sad shape.

This is another example of the need for a line-item veto amendment. Of course, a man with the courage of his convictions would simply veto it and tell Congress why he was vetoing it.

Askel5: You know what makes me the most angry? It's sure as hell not the fact that Bush operates true to form ... it's that those sons of bitches have so many good people totally snowed and actually praying for them.

I can't imagine anyone's praying for Bush who does not LIKEWISE pray for Clinton.

They'll both rot in hell together if there's any justice in the universe.

"Too often," Bush said in his education reform speech at the Manhattan Institute Oct. 5, "on social issues, my party has painted an image of America slouching toward Gomorrah."

Judge Bork: Mr. Bush evidently thinks conservatives are another species altogether. He has tried to take back his words by saying he really meant that the problem is not with Republicans but with the way they are heard by the public. An unnamed adviser gave that game away by explaining, "After you hit a dog, you pet it."

Of course, Bork was wrong and Bush was right. America is not "slouching toward Gomorrah." America is sprinting toward Gomorrah. And Bush is signing bills right and left to federally subsidize this sprint.

Sadly, a pat on the head is all it takes to silence many of those who would be screaming today if Clinton were the one signing bills to pay for this sprint toward Gomorrah.

The first clue that there was a problem with this article, and with this source, should have been the use of the word 'ominous' bill, instead of 'omnibus' bill. ( I'm amazed no one has pointed this out.)

If the site can't afford an editor, or at least a spell checker, they greatly damage their credibility right up front...before we even begin to discuss the facts, or lack thereof.

Dr. Karanja fails to mention the UN's role in Kenya's problem. I can't deny that the US funds most of the UN's projects and I have to wonder why on earth our policy should include support for this kind of thing.

If USAID's assistance to Kenya even includes the promotion of contraception, sterilization and abortion, that's reason enough to terminate USAID as a foreign policy instrument. If the promotions mentioned are the main thrust of USAID's assistance to Kenya, then it's more like an act of war than assistance.

I can't credit Dr. Karanja's statements without knowing more. From his name, I must assume that he's Kikuyu, which is the dominant tribe in government there. From the time of independence, Kikuyu like Jomo Kenyatta were devoted to the USSR and the UN, and without hearing from people of other tribes or ethnicities, I can't accept on faith that USAID is the only program at work there. In Kenya, it would seem very unlikely that US assistance programs aren't administered by UN personnel and overseen by a UN committee.

I don't recall any outrage on your part as we killed defenseless, voiceless babies when we began bombing Afghanistan. The hypocrisy of so-called "conservatives" is what allows this sort of thing to take place.

seattlesue: I just pulled this off thomas.loc.gov. The bill is H.R.2506, entitled, The Kenneth M. Ludden Foreign Operations, Export Financing, and Related Programs Appropriations Act, Fiscal Year 2002". It is indicated this is the Enrolled Bill which was sent to the president.

I've only copied the portion from Title 2, Child survival and Health Programs Fund., and I've made some paragraphing so that the dang thing is easier to read.

CHILD SURVIVAL AND HEALTH PROGRAMS FUND

For necessary expenses to carry out the provisions of chapters 1 and 10 of part I of the Foreign Assistance Act of 1961, and title I of Public Law 106-570, for child survival, reproductive health/family planning, assistance to combat tropical and other infectious diseases, and related activities, in addition to funds otherwise available for such purposes, $1,433,500,000, to remain available until expended:

Provided, That this amount shall be made available for such activities as:
(1) immunization programs;
(2) oral rehydration programs;
(3) health, nutrition, water and sanitation programs which directly address the needs of mothers and children, and related education programs;
(4) assistance for displaced and orphaned children;
(5) programs for the prevention, treatment, and control of, and research on, HIV/AIDS, tuberculosis, malaria, polio and other infectious diseases; and
(6) family planning/reproductive health:

Provided further, That none of the funds appropriated under this heading may be made available for nonproject assistance, except that funds may be made available for such assistance for ongoing health programs:

Provided further, That of the funds appropriated under this heading, not to exceed $125,000, in addition to funds otherwise available for such purposes, may be used to monitor and provide oversight of child survival, maternal and family planning/reproductive health, and infectious disease programs:

Provided further, That the following amounts should be allocated as follows:
$315,000,000 for child survival and maternal health;
$25,000,000 for vulnerable children;
$435,000,000 for HIV/AIDS including not less than $15,000,000 which should be made available to support the development of microbicides as a means for combating HIV/AIDS;
$165,000,000 for other infectious diseases, of which $65,000,000 should be made available for the prevention, treatment, and control of, and research on, tuberculosis, and of which $65,000,000 should be made available to combat malaria;
$368,500,000 for family planning/reproductive health, including in areas where population growth threatens biodiversity or endangered species;
and $120,000,000 for UNICEF:

Provided further, That of the funds appropriated under this heading, up to $50,000,000 may be made available, notwithstanding any other provision of law for a United States contribution to a global fund to combat AIDS, tuberculosis, and malaria:

Provided further, That in addition to the funds made available elsewhere under this heading and subject to the regular notification procedures of the Committees on Appropriations, the President may make available up to an additional $50,000,000, notwithstanding any other provision of law, for a United States contribution to a global fund to combat AIDS, tuberculosis, and malaria, which may be derived from funds appropriated in title II of this Act and in title II of prior Acts making appropriations for foreign operations, export financing, and related programs:

Provided further, That of the funds appropriated under this heading, up to $53,000,000 may be made available for a United States contribution to The Vaccine Fund, and up to $10,000,000 may be made available for the International AIDS Vaccine Initiative:

Provided further, That none of the funds made available in this Act nor any unobligated balances from prior appropriations may be made available to any organization or program which, as determined by the President of the United States, supports or participates in the management of a program of coercive abortion or involuntary sterilization:

Provided further, That none of the funds made available under this Act may be used to pay for the performance of abortion as a method of family planning or to motivate or coerce any person to practice abortions:

Provided further, That none of the funds made available under this Act may be used to lobby for or against abortion:

Provided further, That in order to reduce reliance on abortion in developing nations, funds shall be available only to voluntary family planning projects which offer, either directly or through referral to, or information about access to, a broad range of family planning methods and services, and that any such voluntary family planning project shall meet the following requirements:

(1) service providers or referral agents in the project shall not implement or be subject to quotas, or other numerical targets, of total number of births, number of family planning acceptors, or acceptors of a particular method of family planning (this provision shall not be construed to include the use of quantitative estimates or indicators for budgeting and planning purposes);
(2) the project shall not include payment of incentives, bribes, gratuities, or financial reward to: (A) an individual in exchange for becoming a family planning acceptor; or (B) program personnel for achieving a numerical target or quota of total number of births, number of family planning acceptors, or acceptors of a particular method of family planning;
(3) the project shall not deny any right or benefit, including the right of access to participate in any program of general welfare or the right of access to health care, as a consequence of any individual's decision not to accept family planning services;
(4) the project shall provide family planning acceptors comprehensible information on the health benefits and risks of the method chosen, including those conditions that might render the use of the method inadvisable and those adverse side effects known to be consequent to the use of the method; and
(5) the project shall ensure that experimental contraceptive drugs and devices and medical procedures are provided only in the context of a scientific study in which participants are advised of potential risks and benefits; and, not less than 60 days after the date on which the Administrator of the United States Agency for International Development determines that there has been a violation of the requirements contained in paragraph (1), (2), (3), or (5) of this proviso, or a pattern or practice of violations of the requirements contained in paragraph (4) of this proviso, the Administrator shall submit to the Committees on Appropriations of the Senate and the House of Representatives, a report containing a description of such violation and the corrective action taken by the Agency:

Provided further, That in awarding grants for natural family planning under section 104 of the Foreign Assistance Act of 1961 no applicant shall be discriminated against because of such applicant's religious or conscientious commitment to offer only natural family planning; and, additionally, all such applicants shall comply with the requirements of the previous proviso: Provided further, That for purposes of this or any other Act authorizing or appropriating funds for foreign operations, export financing, and related programs, the term `motivate', as it relates to family planning assistance, shall not be construed to prohibit the provision, consistent with local law, of information or counseling about all pregnancy options:

Provided further, That nothing in this paragraph shall be construed to alter any existing statutory prohibitions against abortion under section 104 of the Foreign Assistance Act of 1961.

Now, that it is as simple as can be and as plain as day, everyone will be able to drive their Mack trucks through all the loopholes and exceptions for!

And isn't it also interesting they are willing to spend $65 million to help get rid of malaria, but were even more willing to ban the use of DDT which was and is essentially the only inexpensive, effective method of eliminating the mosquitos which spread the malaria.

Recall that old saying.....something about aroma and Denmark??????

Given "to other countries FOR ABORTION-FAMILY planning activities."

Indeed FOR ABORTIONS and other family planning methods. Bush has flip-flpped AGAIN on abortion. Prior to this it was embryonic stem cell research. Next it was this crap about Muslums being "peaceful" people and then he desecrates the White House with these evil people in a multi-faith prayer session.

Bush speaks with forked tongue. He's no better than Bill Clinton.

Since you seem to be clairvoyant and know better than all of us what will happen with the money, by your own definition, you must be an idiot. Thank you for admitting my point. Also, calling our President "Dumb-ya" betrays your true agenda, which is precariously close to that of the demorats since they use the same phrase. You don't care what our President does or doesn't do , you want to see him fail.
