The "indict a ham sandwich." remark was made by a prosecutor,
who was bragging about his ability
to influence the decisions of the Grand Jury.
The prosecutors aren't even supposed to talk to the Grand Jury,
unless called as a witness by the Grand Jury.
A Grand Jury is made up of ordinary citizens.
The prosecutor is not an "ordinary" citizen,
he is a member of the Executive Branch.
The power of the Grand Jury system has slowly been corrupted,
and instead of being controlled by the people,
it now is controlled by the Executive Branch.
