As somebody who has been to Mexico several times, I will answer in the affirmative. Mexico's problem is with dirty politicians, but as the French and the Taiwanese have shown, this can be overcome.

Ues their is the Mexico of slums, but their is also the Mexico of shopping malls, Wal-Marts and office towers. Did a Mexican steal your girlfriend or something?

Unlike France and Taiwan, Mexico has never had anything but dirty, corrupt politicians. It is hard to say that this is not part of their culture. By coming here and not learning our language or respecting our customs do you really expect them to magically change into people who demand honesty out of their politicians?
