True, there are two parties interested in the illegal alien labor, they themselves and the corporations and small businesses employing them. Oh, and politicians pandering to them too.

In this respect, the illegal aliens' behavior is totally predictable like in your analogy. It's easier to turn off the lights than deal with all the bugs.
