I was wondering the same thing myself. It turns out, Secretary Rumsfield addressed this in yesterday's Defense Department Briefing. I don't remember the quote exactly, but he said we had a very limited supply of them, and we use them very judiciously.

I would say that the adolescent that inhabited the Oval Office for the 8 years before President Bush might be the reason why we don't have a huge warehouse full of them. They are relatively inexpensive at ~$27,000 apiece.

I had recorded yesterday's briefing and am replaying it. I just got to the part where Secretary Rumsfeld was asked about the daisy cutter dropped on Tora Bora. The secretary said, "there are not a lot of those. They don't use them frivously."

This was followed by the GREAT "desired effect/dead al-Qaeda" banter from General Meyers, which you may have heard about here on FR.

The Daisy's are not exactly discriminating weapons. They're great when used in areas that condusive to getting the result we want. Otherwise, you're killing dozens of innocent bystanders to kill a few of fleas.

I think there are other issues at play here such as the number of special ops forces, scouts and other reconnassance in the area in and around the Taliban. They may not have open lines of communication with everyone in potential target areas during fire or flight with the Taliban. A daisy-cutter would take out EVERYONE in the vicinity and I think they're hestitant to use one unless they can confirm all our guys and friends are clear.

I wonder how far you would have to space them apart so the blast from the first one would not tear the parachute off of the second one?

Worse yet would be knocking the following plane out of the air.
