The time window where you are communicable, mobile and without identifiable pustuals is anywhere from 12-48 hours out of the 17 days. Prior to the on-set of the pox, you are racked with debilitating pain making it impossible for you to function well enough to make a flight.

The time when you start having breath can kill without your being detectable or flat on your back is unpredictable as to both when it starts in that 17 day window and what its length is.

I would think that sneaking someone into the country with an actual case of smallpox would be much more effective. Since it is so easily spread, it would be difficult to trace the source of contamination.

People with the disease develop blisterlike lesions on their bodies. These turn into pustules - they are not hard to miss. Of course, prior to the blister-like lesions, you are infected and no one would know until the blisters form, making detection "by eyeballing it" difficult.

Well, there's two THAT WE KNOW OF. Smallpox outbreaks were fairly common; someone in the Third World may have been cultivating "leftovers" from one of the last epidemics.
