Do you think there might be even the remotest possibility that the man intended to act at a particular time? A time when others were also supposed to act?

Perhaps he was to act at 4:13PM instead of AM and got confused?

LOL. He was told 1613, translated it to normal time, then couldn't tell what time it was on his analog watch, which only goes up to 1200, then starts over. :-Þ
