Does this mean that OBL had no plans to use more than the four planes?

That has been and continues to be my best guess. The verses of Sura 74 - "the covered one" or "the hidden secret" - are too close to the bone and the use of 19 "angels" is too coincidental not to be dismissed. I don't know why I haven't heard this mentioned in the press in its discussion of what went on - maybe someone has said something, but I've missed it. At any rate, it is merely a statement of odds, but I would bet a small amount that if there really were 19 terrorists, then that was it - for this time. No other planes.
And I will repeat a few lines from M. H. Shakir's translation, which is more "formal" -
Then he turned back and was big with pride,
Then he said: This is naught but enchantment, narrated (from others);
This is naught but the word of a mortal.
I will cast him into hell.
And what will make you realize what hell is?
It leaves naught nor does it spare aught.
It scorches the mortal.
Over it are nineteen.
And We have not made the wardens of the fire others than angels, and We have not made their number but as a trial for those who disbelieve, that those who have been given the book may be certain and those who believe may increase in faith, and those who have been given the book [Christians and Jews] and the believers may not doubt, and that those in whose hearts is a disease and the unbelievers may say: What does Allah mean by this parable? Thus does Allah make err whom He pleases, and He guides whom He pleases, and none knows the hosts of your Lord but He Himself; and this is naught but a reminder to the mortals.
too coincidental to be dismissed
So my mind isn't working well.
