Bin Ladan and his terrorist organization grew like a cancer from 1991 to present. He should have been stopped by the Clintonon administration, this is CLEAR. However, Clintoon worried about his popularity, especially if some troops didn't return from any offensive. It was CLINTOON who was and is to blame.

I heard Dick Morris say that Clinton took a poll and decided that there was not enough support to make the risks involved with going after Bin Laden worth his while. He was afraid that if the effort didn't go well and cost American lives, he would pay a political price. Exactly.
