I think nailing down who to hold responsible for this act of war can be a part of a war effort. Bush does not need to wait for an investigation to be completed in order to declare war. I don't think a declaration of war needs to identify the target. Declaring war would let citizens and the world know that we are in a WAR mode NOT an investigation mode. After being subjected to acts of war I think that is the correct and appropriate response.

I don't think a declaration of war needs to identify the target. I left unsaid the obvious. A declaration of war would of course identify that the target will be the people/country responsible for the acts of war carried out yesterday. It does not have to identify by name at this time who they are.
