William Tolliver, one of three men involved in a 2020 mass shooting in downtown Seattle, has been released.
The Washington State Department of Corrections confirmed to KIRO Newsradio that Tolliver was released this week.
In January of 2020, Tolliver and two other men got into a gunfight near 3rd Ave. and Pine St. that was sparked by a Facebook post insulting a friend of Tolliver’s. Tanya Jackson, a 50-year-old woman, was killed, and seven others were hurt, including a 9-year-old boy who was shot in the femur while walking with his family after a visit to the Pacific Science Center.
Tolliver and co-defendant Marquise Tolbert fled to Las Vegas after the shooting and were arrested there a week later. Both were originally charged with first-degree murder, six counts of first-degree assault, and unlawful possession of a firearm. Neither man served significant time for the mass shooting
Tolbert was acquitted of murder, with a jury ruling he fired in self-defense, KIRO 7 reported. Tolliver pleaded guilty to second-degree manslaughter, third-degree assault and second-degree unlawful possession of a firearm. He was sentenced to 48 months in prison, to be served concurrently. He must also serve 18 months of community custody and register as a firearm offender.
Tolliver was released to electronic home monitoring at his grandmother’s home in March 2023 while awaiting trial, but was taken back into custody a couple of months later after allegedly threatening someone with a gun.
Tolbert was later convicted on federal gun and drug trafficking charges and sentenced to 39 months in federal prison in October 2025.
Tolliver and Tolbert had 65 combined arrests before the shooting.

I worked in downtown Seattle in the late 80s and 90s as well. It was still reasonably safe, but the drug activity around Pine and Pike and 3rd was bad and getting worse. My wife and I no longer go to downtown Seattle for any reason. We go the the east side instead.
That image is a stylized image from a real photo of a homeless camp - under the West Seattle bridge IIRC. It is also a hub for stolen cars to get chopped and sold for parts. Although I bet the mayor had it cleaned out for a couple of weeks during the World Cup.

I worked all over Western WA / Puget Sound / Seattle / Port Angeles a lot in ‘73-‘75. Really enjoyed it and never felt unsafe. I attended a technical conference there around 2015 and was shocked at what it had become.

We spent a LOT of time in Seattle in the ‘80s — a cheap round-trip flight from Anchorage then. I loved it. We stayed at the Olympic before it became Four Seasons, shopped, wandered around the Wharf area and downtown, ate at great restaurants. I hate to see what’s happened to it since then.

“Washington State imposes a mandatory additional five-year prison sentence (enhancement) when an offender is convicted of a Class A felony committed with a firearm.
How Firearm Enhancements Work:
Washington’s Sentencing Reform Act (RCW 9.94A.533), if you use or an accomplice uses a firearm during the commission of a felony, extra time is added to your base sentence:
Class A felony (or a crime with a maximum sentence of 20+ years): 5 years added.
Class B felony (or a crime with a 10-year maximum): 3 years added.
Class C felony (or a crime with a 5-year maximum): 18 months added.”
Maybe in Washington State, “mandatory” mean “just a suggestion.”
We clearly need new gun laws that include an updated definition for “mandatory” . . .
