The U.S. Department of Justice announced that a USAID official and several executives pleaded guilty in a bribery scheme involving more than $550 million in contracts.

Yet Ro Khanna is claiming Elon should be investigated over DOGE spending cuts.

The standard applied by DOGE was very simple: if taxpayer money is being sent as aid, there should be a way to verify who received it and make sure the money isn’t being stolen or misused.

The DOJ is uncovering corruption connected to USAID contracts, Ro Khanna is attacking the person who pushed for transparency.

Elon simply asked where taxpayer money was going and whether it was actually reaching the people it was meant to help.

Ro “the Robber” Khanna should be in prison.

Dr. Khaldoon Ibrahim Hilmi (1927–2011), a physician who lived in the Virginia area (e.g., Great Falls/Potomac), was born in Baghdad, Iraq, and later immigrated to the United States.

His son, Ibrahim Khaldoon Hilmi (born ~1967 in the U.S., currently in his late 50s and residing in the Sterling, VA area), is the one recently in the news for allegedly masterminding a large Medicare fraud scheme. He fled the U.S. in 2025, was detained in Turkey, and returned to face charges—he was born in the United States and did not immigrate.

Rep. Ro Khanna (D-CA) is reportedly being prepared to run for president in 2028 by former President Joe Biden’s chief of staff, who also worked with New York City Mayor Zohran Mamdani and California gubernatorial candidate Xavier Becerra on their respective campaigns.

Sources familiar with the matter told Politico’s Playbook this week that Khanna has caught the attention of Ron Klain, an attorney who was an appointee of former President Barack Obama as the White House Ebola Response Coordinator.

Klain, who was named Biden’s chief of staff after working as a senior adviser on his 2020 campaign, is now a chief legal officer at Airbnb, while “using his personal time” to advise Khanna “as he prepares for a possible 2028 presidential bid,” the outlet reported.

Khanna announced while speaking with left-wing activist Rev. Al Sharpton at the National Action Network Conference in April. that he would “consider” a run after the November midterm elections.

The progressive congressman has championed progressive causes like recently calling to “tear down” U.S. Immigration Customs and Enforcement (ICE) and speaking out against the Republicans’ Laken Riley Act.

Klain was seen as the far-left faction of the Democrat Party’s way to wield more power in the Biden administration, with him telling the Daily Beast in 2021, “Progressives are a big part of our party and making sure their voices are heard here at the White House is a big part of my job.”

In 2022, the following headline graced Politico’s website: “Progressives, once skeptical of Biden, rally around his chief of staff.”

“Once-sidelined liberals see Ron Klain as a critical conduit between them and the West Wing,” the subhead reads.

The outlet’s latest article also revealed that the personal political activities since he left Biden’s orbit are “far more significant and sweeping than previously known.”

The USAID official was a contracting officer. Not a high level official. The executives were in the private sector. They should be punished but there is nothing to indicate this is anything other than a dishonest employee taking bribes for himself.

The USAID bribery scheme was a decade-long fraud operation where a former government contracting officer accepted over $1 million in bribes to steer more than $550 million in taxpayer-funded contracts to specific government contractors.

Roderick Watson, a former contracting officer at the U.S. Agency for International Development (USAID), pleaded guilty alongside three corporate executives (Walter Barnes, Daryl Britt, and Paul Young).

Bribes were funneled through shell companies to hide the illicit activity. In exchange for contracts, Watson received cash, a country club wedding, mortgage down payments, NBA game tickets, and jobs for his relatives.

Watson manipulated the procurement process at USAID, subverting competitive bidding to improperly award at least 14 prime contracts worth over $550 million to government contractors Apprio, Inc. and Vistant.


Fallout and Consequences

All four individuals pleaded guilty to the bribery scheme. Additionally, the contracting companies Apprio and Vistant avoided criminal charges by entering into deferred prosecution agreements, requiring them to overhaul their compliance and ethics programs.

Following an investigation by the USAID Office of the Inspector General (OIG), all four individuals were debarred, banning them from participating in federal procurement programs.

In response to the massive scandal, the Small Business Administration (SBA) rescinded the independent 8(a) contracting authority of USAID and initiated a full-scale audit of the 8(a) program.
