Dashcam video shows National Mall shooting involving Secret Service

Dashcam video obtained by News4 shows the National Mall shooting Monday involving Secret Service officers. The Secret Service said a Texas man fired toward officers, who returned fire and hit him multiple times. A teen bystander was hit by the suspect’s gunfire and suffered a graze wound, authorities said.

Gunshots can be heard in the video as drivers sit in traffic near Independence Avenue and 15th Street SW, just southeast of the Washington Monument. A man can be seen falling to the ground.

Police identified the man shot and wounded by the Secret Service as Michael Marx, 45. Video shows him being put on a stretcher and loaded into an ambulance.

Investigators are still trying to figure out a motive and if Marx had a political target. The shooting occurred at about 3:30 p.m. Monday, moments after Vice President JD Vance’s motorcade passed through the area.

I was on a grand jury about two years ago. It was a specialized grand jury dealing only with gun possession cases. In the great majority of cases presented to us, the testifying officers were from MPD, both regular patrol officers and detectives. We heard a couple of times from Transit Police; WMTA provides bus and rail service not only for DC but also into Maryland and Virginia, so the District, two states, and multiple counties and independent cities. Metro Police are multi-jurisdictional. We heard regularly fron U.S. Park Police; D.C. has many NPS sites, and this incident happened right off the Mall. We heard a couple of times from U.S. Capitol Police and uniformed Secret Service, if something went down within or adjacent to their perimeter. I don’t recall that we heard from any of the military organizations, but we did hear from DEA and FBI, generally in cases in which they were working with MPD detectives and were involved in a raid and arrest.

The point is, all these agencies have overlapping jurisdictions and strive to work as seamlessly as possible on the street. They back each other up. The mere presence of Secret Service at a scene by itself is not conclusive. The passage of Vance’s motorcade on a major access route to the White House would explain why they were there. The incident itself might have been triggered by something else entirely.
